During recent years, organizations have been aware of the importance of their assets and have sought to maximize their use. Hence, human capital as one of the assets making a competitive advantage for the company has been highlighted by many organization, and managers who try to surpass their entire rivals. In many cases, managers have regarded human capital as crucial as financial assets and therefore, try to achieve some benefits such as organizational commitment and staffs participations increase through investing in this field. Due to the importance of human capital management, in this paper, performance of Foolad Technic Company was evaluated by human capital management approach and hence, employs PCA/DEA merging method. In this study, first inputs and outputs were determined through DEA model and their values were found by using a questionnaire. Afterward, principle component analysis method helped to remove correlation between input data. Also, data envelopment analysis was used to evaluate the performance of organizational units. The paper deals with the economic assessment methodologies the strengths and weaknesses. It was found that, farm economic viability assessment differs from country to country: that is determined by differences in the natural environment, a different support policy, return on equity, labour productivity and land productivity. Methodologies rely on 23 financial ratios and 10 non-financial indicators, including 5 recurring indicators, namely Return on Equity, Expense to Income Ratio, Debt Ratio, Net Return, and Output to Economic Size Unit Ratio. After an empiric comparative analysis of economic viability assessment methodologies was conducted, their applicability by the example of Lithuanian farms was assessed, the obtained results were compared to similar results from farms in the EU states, and it was found that, there is no best methodology of the assessment of the economic viability of agricultural holdings for Lithuania. Audit Committee role is very important to the protection of shareholders and other \nstakeholders interests. This research study explores the influence of audit committee \neffectiveness on firm�s performance using four characteristics: independence, financial \nexpertise, size, and meetings of the audit committee. The performance measures were Return \non Equity (ROE), Return on Asset (ROA) and Return on Capital Employed (ROCE). Twenty- five \n(25) manufacturing firms were selected and from which data were collected for the period \n(2004-2011). Empirical analysis was carried out using regression and correlation. The result of \nthe analysis showed a positive significant relationship between independence and financial \nexpertise of the audit committee and ROA, ROE and ROCE. However, the size and meetings of \naudit committee showed no significant relationship with all performance variables. This study \ntherefore recommends that the audit committee should be made more effective by ensuring that \nmembers are made up of independent non-executive directors and also ensure that more \nmembers with financial expertise especially accounting expertise be drafted into the audit \ncommittee and lastly ensure that audit committee meetings are tailored towards relevant issues \nthat enhance the financial performance of the firm....
Budget management reforms were the major areas of the Nigerian public service reforms undertaken from the inception of civilian administration in 1999. The major objective was to enhance budget discipline among others. This was predicated on the theoretical considerations that improving the process and management of budgeting through reforms would be ultimately translated into improved budgetary outcome. This paper empirically investigated the impact of budget reforms on the quality of budget management in Nigeria. The Medium Term Expenditure Framework (MTEF) and the Fiscal Responsibility Act (FRA) form the proxies for budget reforms, while budget discipline (BDISC) and fiscal discipline (FDISC) were used as proxies for the quality of budgeting. Historical time series data representing 7years before and 7 years after the adoption of MTEF, and 5 years before and 5 years after the enactment of FRA were collected and analysed using the pre-test/post-test design of a Paired Sample T-test. The result favoured our initial proposition that budget reforms (MTEF and FRA) had not significantly impacted on the quality of budget management (BDISC and FDISC) in Nigeria. It was, therefore, recommended that the government should provide the leadership and political will, not only to enforce the provisions of FRA, MTEF and other reforms, but to sanction those that short circuit the system to their advantage. This will go a long way to enhance compliance with the reforms, and bring about the expected improvement in the quality of the nation�s budget management....
